I emailed my democrat congressman yesterday and this came today:
Thank you for sharing your concerns about transitioning the management of internet domain address indexing from the United States government to the private sector. I appreciate you taking the time to share your thoughts with me.
I understand that a strong economy relies on the freedom of information, a free society, and the importance of honoring and maintaining Americans constitutional right to free speech. I believe that a free and open internet is vital to promoting innovation and economic development.
As you may know, the Internet Assigned Numbers Authority (IANA), an entity operated on behalf of the United States Department of Commerce, plays a key role in keeping the internet running smoothly. With roots dating back to the 1970s, it is one of the oldest organizations associated with the internet. The main job of IANA is to coordinate and maintain the protocols and addressing systems that govern the free and open internet.
Over the past few decades, Presidents from both sides of the aisle have expressed interest in transitioning oversight of IANAs functions to the California-based nonprofit Internet Corporation for Assigned Names and Numbers (ICANN). That transition has been ongoing throughout the Clinton, Bush, and Obama administrations.
I have heard concerns that this transition could lead to a louder voice in the room for authoritarian governments, and could jeopardize the commitment of the internet to the freedom of speech and ideas. Some folks have suggested that the best course of action is to demand that IANA remains under the control of the Department of Commerce.
I believe that its quite likely that the transition of these functions to a nonprofit organization undermines the position of authoritarian governments. The best defense against censorship of the internet and governmental control over digital content is to ensure that final authority over the administration of the address system is not in the hands of any governmental entity. Freedom from governmental interference in the management of the Internets core functions is the best way to guarantee freedom of speech and our cherished values.
I will be sure to keep your thoughts in mind as Congress debates these issues in the future. I encourage you to continue to share your views with me on this topic or any other issue. Thank you for reaching out. It is an honor to serve as your representative.
