It is as if Free Republic were typed on a typewriter missing an important letter. It hurts the eyes and is hard to read. Has it been addressed? Is it difficult to fix?
What up with that?

Strangely, in your post you can see the curly marks. How did you do it?

I apologize for my microagression. He has every historical right to go all “grammar” on me and start pelting me with periods and apostrophes.

Quoted material you type in won't have the problem. It certainly does for me. Itâs driving me nuts.

That’s interesting, I just typed “regular quotes” into the ‘Your reply:’ box and hit the [Post] button. If you hit the [Spell] button they get modified. They must get converted on the web server or something.

I’ve been using the retype method also-—and it eliminates the squiggles.

Only apostrophes, right/left quotes are affected.
Below is an example of both types of apostrophes and quotation marks in a pre-post composition AND the result after posting or previewing both:

Only apostrophes, right/left quotes are affected. Also long hyphens, as opposed to the minus sign, or dash: -

It seems to be a “smart quotes” problem. Stupid quotes (made of straight lines) work fine.
Seems an auto find/replace code would fix it. Although, smart quotes are just another ASCII character, so something’s swapping the proper ASCII interpretation for garbage.

This started happening after a system software upgrade a couple weeks ago. It appears something in that upgrade affected our software’s ability to properly handle ms smart characters. John is working on finding a solution. Praying he finds it soon. It’s driving us all nuts.
Straight quotes and apostrophes from your keyboard usually work. Curly or slanted usually fail (especially on cut and paste). It’s a big pain to edit them out before posting, but can be done. “Smart” ellipses and long dashes also fail.

It’s a character encoding issue.
The comment box page is marked as accepting UTF-8, but somewhere the UTF-8 is being parsed as windows-1252 or 8859/1, which is incorrect. It may also be the table in the database having a non-UTF8 character encoding.

That’s good. I trying to get a handle on the new communication short cuts. I think “triggered” will probably be cast aside because it will smack of violence/racism to today’s delicate college students.

If you use "curly quotes" marks, you will see weirdness because they are not the standard ascii quotation marks. Use standard ascii, and you don't have issues. Most likely what you're seeing is the results of people running MS-Windows doing copy/paste, that leave in the non-standard ascii quotes.
Here are a few good old-fashioned ascii quote marks for you to use. I have them to spare...
Double quotes:
""""""""""""""""""""""""""""""""""""""""""""""
""""""""""""""""""""""""""""""""""""""""""""""
""""""""""""""""""""""""""""""""""""""""""""""
""""""""""""""""""""""""""""""""""""""""""""""
Single quotes:
''''''''''''''''''''''''''''''''''''''''''''''
''''''''''''''''''''''''''''''''''''''''''''''
''''''''''''''''''''''''''''''''''''''''''''''
''''''''''''''''''''''''''''''''''''''''''''''
