In 2013, during the government shutdown, Obama cancelled a trip to Indonesia in a hissy fit and sent John Kerry instead. This is where they put him. (and notice Putin is right next to the host). If you have ever been at an Asian business lunch or semi formal occasion, you'll know it is very important as to who is seated where, who speaks first, etc. All of Asia notices how the Americans are treated.
