Okay, so we have our phone listed on the Do Not Call list including the cell phone. My husbands cell phone keeps getting a call from a number we don't recognize so we don't answer it. After several calls tonight I do a reverse look-up. Sure enough this phone is from NYC and has numerous comlaints listed again it as telmarketing. I have had the phone nuxt to me for about 1 1/2 hours. This person has now called this phone 9 times. At what point does this constitute harrasment?

Just ignore or unload a crock pot full of expletives in his direction ... might work. I have found that if you ignore them they will eventually go away ... they can’t make money calling a number that will not answer.
I don’t know how to do it, but I have read there is a way to block specific numbers. Try googling it.
Take the call but tell him right away you’re in the bathroom and are suffering from terrible diarrhea, and to please excuse any rude noises or distractions if you don’t answer his questions
There is a way — in your phone preferences somewhere, mine is under “calls” you can find “call rejection” or something along those lines where you can put a number in there and the phone will reject it — you can even set a “rejection message” — you can say anything, such as the owner moved to Timbuktu, to “this phone is no longer in service” — it will only be played if someone calls you from the particular number you entered on your rejection list.
I had a similar problem and I think I found this advice on the web and was able to find the settings on my phone and followed the above advice/instructions and have not been bothered.
Some years back I had fun with by using a “Jerky Boy” routine on a spam caller. I went full retard and then finally said I had to ask my mom if I could buy whatever the guy was trying to sell. It was fun....
On a more vulgar route, you could try the Danny deVito “Ruthless People’ routine and say that “Linda” can’t come to the phone because my $#@( is in her mouth.
Any which route, have fun and let your frustrations go...
Depends on your cell phone. Smartphones let you block such numbers with ease.
You might want to answer it, just in case it’s a bill collector for an account you don’t have, which means your ID has been stolen.

Download the ringtone called “silence”
Make that the ringtone for any numbers that you do not want to be bothered with. Delete the calls every few days or so. I use it also to temporarily block out numbers I would normally answer if I don’t want the “Guilt Trip” of hearing the call and not picking up. :-)

Document the calls...send a certified letter to be removed, then sue them in small claims court each successive time they call. You can collect the maximum small claims your local court allows for each call after reasonable attempts to notify the business that you want to be removed.
Collecting is another matter, but not impossible.
most droid phones give you the option of dumping a call or sending it right to VM. You will have to put them in your phone book for these options. at the least you can set a custom ring tone (NONE works well) for them so it does not bug you. at some point, they should give up.
Also, let your carrier know about it. They should follow up on their end with it as well.
Remember that the people who work as the callers are not allowed to hang up on you. Answer the call with the phone plugged into the charger. Then politely say; “Can you excuse me a moment? I need to turn off my oven”
Put the phone down and then watch TV or read for an hour. Pick the phone up and ask; “Are you still there sweetie?” If they are say; “I’ll be right back” and read another hour.
If they are calling you after office hours there may not be a supervisor there to give them permission to hang up.
Not only will that number never call you again you will tie up an employee of the telemarketing company for a long time.
Have your husband answer the phone in his best low-octave monotone voice, “Special Agent Johnson”.
If they don’t hang up immediately, just make sure he’s rehearsed something akin to the following:
“Sir (or ma’am), this is an official interagency line. Do I need to suggest you delete this number from your system or do I need to pull a trace?”
This and similar advice has ALWAYS caused harassing calls to cease to those I give the advice. Key note: Never identify yourself as an agent of any existing agency...that’s something that can get you into trouble. A good ‘fake’ gives ‘just enough’; don’t make it too detailed.
The laws aren’t enforced.
Whenever a telemarketer calls, Insist that the subject of the conversation ail be Jesus Christ. Believe me that will stop them from calling you again.
