In July 2010, the Department of Homeland Security (DHS), at Secretary Janet Napolitanos direction, launched a national If You See Something, Say Something public awareness campaign a simple and effective program to raise public awareness of indicators of terrorism and violent crime, and to emphasize the importance of reporting suspicious activity to the proper state and local law enforcement authorities. While CERT teams predate this campaign by 25 years, the evidence is overwhelming that the program has been realigned to confirm to that mantra. Other than public relations/recruiting activities, the only service opportunity presented since I joined was entering surveillance data during a large community event.
If you are concerned about the federal government spending your tax dollars to train your neighbors to spy on you, the shadow army they are building through their Incident Command System should keep you up at night. It includes 428,500 men and women trained (as per the 2012 National Preparedness Report) and organized into local units. Units which have established call-out procedures for emergency response that will work just as well when the emergency is you. Sure, there are those who will refuse to respond (I will be at my retreat), but many will submit to the National Defense Resource Preparedness executive order signed by Barak Obama on March 16, 2012 which redefined authority expanded under the 2009 re-authorization of The Defense Production Act of 1950. The executive order makes it crystal clear that any labor deemed necessary in a state of emergency may be conscripted at the discretion of the government.

If you look through most any of the Preparedness threads here on FR you will find examples of the three types of people I call the anti-preppers. The first is the Ive got lots of guns and plenty of ammo and Ill just take what I need. and the seconded is I dont prep because I dont believe anything is going to happen, but if it does preppers should share with me.
Anyone reading these peoples post can easily pick-up the anger in many of them and you will soon see that its not just the Libs that are shocked and infuriated by preppers.
The first group the Ill take what I want crowd when confronted will often back off saying things like I was just joking, but I dont believe it. When I read their post I cant help but think of this quote from one of my favorite westerns Open Range: Most times a man will tell you his bad intentions if you listen, let yourself hear. Ive hear their intentions and they arent good.
The third type that I would like to warn about are those who wish to bring Gods Armageddon into the discussion as if they know that it will be Gods will should some catastrophe befall us. They claim this despite the fact that the history of man is full of direr times which were caused by nature or man himself.
History has shown us all too well that men do not need Gods help to muck things up to a point were their fellows cry out for God to end it all and relieve them of their misery.
There will be many in this its Gods will crowd who will want to see you punished as they will see your prepping as you trying to dodging Gods punishment. This group along with the I dont prep, but you should share group will be among the first to report you and your hoarding to the powers that be in their efforts to make sure you too suffer just as they do. The its Gods will will do it because they will see you as trying to escape the rightful wrath of God (as if they know the Lords mind) and the second because you proved them wrong.
You can be fairly certain that all three groups will hate you as they will be quick to blame you for the troubles because in their twisted way of thinking your prepping brought the troubles and therefore you need to be punished for your transgression.
Always keep this three groups in mind when it comes to OPSEC. Operational Security is not just for your Lib neighbors many people that you may think of as being conservative thinkers will be just as dangerous.
I myself have gotten an e-mail from a fellow FReeper telling my that my advise on prepping is going to kill anyone that listen to it and should SHTF and we meet he promises me a bullet. Their are others on here that were not so direct, but I expect the same from them.

Very, very true words. I’ve heard similar words over the years. Also a very good indicator of their true character is who they have as their friends and closest associates. They may be able to hide their true selves from most people but their reflection in their associates is always a giveaway.

From the article, it sounds like the government now considers devoted “ham” radio operators as likely criminals.
Or.....one could get involved is some of these groups. Believe it or not they’re groups like CERT, Fire Corps, and yes the dreaded Neighborhood Watch. If some idiot Fed shows up barking orders you’ll be in position to tell them to go get stuffed. Or, take more direct steps should they become necessary and you’re willing.
If nothing else you get some snappy official looking credentials which just might come in real handy someday.

Train?? Every neighborhood has at least one, and usually more, busybodies that know exactly who to call (police, zoning commission, Homeowners’ Association) to report any infraction by their neighbors - and gawd help you if she(usually, but not always, she) takes a dislike to you...
And this is at no expense at all to the Gummint - these people get their ‘pay’ in the form of smug self-satisfaction...

Thanks for the ping. I know these three types you describe, and I think I understand them. And you are correct, we do have them here. We also have them as neighbors and friends.
Prepping is in many ways a personal thing, and we must keep it ‘personal’. This is truly a case where ‘Loose Lips Sink Ships’. The best defense is s-i-l-e-n-c-e!
Someone on another thread suggested that when there are free food lines, we need to be in those lines. Our absence could easily mark us as not needing anything...as being already prepared.
And when Janet’s goons come to search your place, have your major stores well stashed so as not to be found, and maybe have a few things where they can find them so that they quit looking.
I know you all have your own thoughts, either parallel or complementary to these thoughts. Let’s share ‘em.
Presumably this gov’t doesn’t like comms they can’t easily quickly control and sees them as being a threat.

That’s all well-and-good — unless there’s nobody out there that can copy 50WPM...
I can copy maybe 20 on a good day, and send 12, if I’m not real picky about accuracy... (That’s old information - I haven’t done CW/Morse in decades, and may or may not be able to get back to that high plateau... ;))
If you send to me at 50, you’re not communicating....
Us more recent zoomies that don't have teef and require glasses can do something near that speed.
I aspire to greatness and when I get there, I will revel in it.
But I do expect I'll flat out around 40WPM.

As a civilian CERT facilitator is the most populated county in America and having a full knowledge of the program I can say this is BS.
CERT in Harris county is to be seen and not heard. We will never be ‘called out’ nor will we be used as spys. We work fun runs handing out water, work crowd control, and cops and firefighters do not know CERT exsist.
CERT training teaches a person to be responsible for you and your families well being in case of disaster because you can not rely on first responders when TSHTF.
This poor prepper has been sniffing his sterno supply and is seeing Big Sis around every corner. And amyone who talks about their preps with their idiot neighbors deserves to see the jack boots in the middle of the night. Just saying.

I had my license as a kid and was taught by some old timers. Two of them could build a radio from parts and were early ground breakers in Ham. The other guy used to work on the RR in the really old days.
Here was this 90 yr old guy doing 50 wpm. It was crazy and humbling as I struggled to do my 10-15 wpm.

My ‘zoomie’ time was spent with “diddy-bops”, and I had nothing but respect for their skills.. (I was a ‘Traffic Analyst’, and picked up what little I knew by osmosis, but I learned from experts...)
When I got out, I got a cheap receiver (there was still a lot of HF-CW ham traffic back in those days) and kept my ‘copy’ in good shape, until the first Mrs. Ike put the Kibosh on it....
Nowadays, the only Ham I know is my neighbor, who is completely invested in VHF-Voice, and, when I broach the subject of him setting up a HF rig and learning Morse, he looks at me like I’m an alien from another planet...
(Our town is situated in a valley completely surrounded by mountains, and requires working mountaintop repeaters to send/receive in VHF — but with a proper antenna, HF should be doable without depending on infrastructure that may-or-may-not be operational when TSHTF...)
I pray for 50 megacycles to open back up.
And I've got a bug-box built in an Altoid's box RX and TX.
For 51.125 MHz.
I'm a hopeful kind of guy.
