Reading multitudes of reactinary posts to headlines or excerpts is getting old and rather boring.
This story does not illustrate your headline. This news report says nothing about a 36 month time period. And getting this chip seems to be completely voluntary. Obviously some people want this technology. Others will not.
But this news story you link to has no mention of a plan for general application in this story. All that is described in the piece is that they exist and how they work.
The piece of Obamacare that discusses these implantable devices says nothing at all about involuntary implementation or universal use. It is about creating a National Database that could use this sort of technology, as well as maintaining data on all sorts of other implantable medical devices (pumps, monitors, joint replacements, etc.).
Considering the problems with RFIDs - including subcutaneous reactions and data vulnerability - it is extremely doubtful that these devices will be demanded wholesale.
Of course, if it really worries you, write to your State Representative immediately. Have him or her pass state regulations prohibiting any nonvoluntary RFIDs, for any purpose. Wisconsin, North Dakota, and California have already passed such bills.

The concern I have is that anyone with a reader can read it, maybe even from a distance. So the privacy issues are huge. And, if you can read it, maybe you can tamper with it also and modify medical information.
Moreover, I thought the brave new world was to have all our medical records in a big Federal computer in the sky. If that happens, why do medical professionals need to know anything other than who we are. So a number tattooed to us should be sufficient. And that can't be scanned from a distance. (Only partially kidding).

It doesn’t have to be RFID chips, there is existing technology to use credit card style National ID cards.
The older technology uses the smart chip on the American Express Blue card, which has been discontinued by American Express, but the technology is sound.

China is implementing a system based on the Experss Blue Card technology using American IT vendors... so the infrastructure is available today on the open market.
