Yep. I see a thriving black market in ammunition for those who do not trust the government. I imagine that for a while it will be impossible to find ammunition in towns that border California.

They’ll have to go to neighboring states to get ammo...Call me cynical, but it's not much of a stretch for those border checkpoints that look for incoming produce to expand their scope to include ammo.
