Theyll have to go to neighboring states to get ammo...Call me cynical, but it's not much of a stretch for those border checkpoints that look for incoming produce to expand their scope to include ammo.

In my experience Remington rimfire ammo is prone to malfunction although not at the 10% rate you cite. I prefer CCI or PMC

Are you saying that a person who went to visit Aunt Biddy in CO, picked up some ammo online and was heading back to CA would be stopped and checked? Every single person? Now,call me cynical....

If it comes down to it you can use a 4-wheeler to bypass the checkpoint charlies.
Stop a few miles short of the “produce/ammo inspection station”, load everything in your ATV/UTV and go cross country. Pick you up on the other oside.
