Gandhi opposed socialism and communism and preferred capitalism to socialism. India’s first Prime Minister, Nehru who was a Communist, has attacked Gandhi for this in his autobiography.

I think that Hertzberg was referring to the hard-ball politics of Indira Gandhi, rather than the mass organizing of Mahatma Gandhi, in his column.
Indira Gandhi declared The Emergency to seize total power in the late 70s. I think Hertzberg meant to compare Obama's huge federal powergrab in the Porkulus bill to The Emergency.
