“All Democrats have to do is allow a vote, they should not leave Washington without doing so”. That was the statement that President Bush made this morning in once again calling upon congress to allow debate and a vote on energy legislation that would allow expanded offshore drilling along with increased funding for for commodity trade monitoring agencies and increased incentives and investment in electric vehicle technologies.
In the statement Bush attacked congressional leaders Reid and Pelosi for their use of parliamentary procedures to prevent such legislation from reaching the floor and states, “The time for action is now, this is a difficult period for millions of American families.”

Emergency sessions of Congress have been called in the past. Bush can (and should) do it. But does he see this as a real emergency...?
Yes, he has an expressed executive power to force congress into an “extra” or special session to address issues of ‘great national importance’. Since the 20th amendment was passed in 1932, only 2 Presidents have forced special sessions, primarily due to the nearly year long congression session length. But he has every right to do so and should issue the order.
This would force the issue to the front page and highlight to everyone just how stubborn and arrogant congressional leadership is.
Article 2, Section 3, Clause 2 of the Constitution gives the President power to call Congress back into session.
Hasn’t been exercised in recent years, but he can do it and should.

He cannot lose by recalling congress, in the best case it forces congress to pass the legislation, it remains a campaign issue and points out the Dems that voted against it. In the other best case, Dems continue to block the efforts and now the public actually starts to wake up.
If I were Bush and the Republican leadership, I would take a page from the Dem playbook and refuse to act on any legislation whatsoever, until the issue is brought to a debate and a vote is allowed. And I mean an end to everything!

I agree. But as Mr. K writes, I too don't have much confidence it'll happen. In Washington today, words are about as far as it goes. I hope I'm wrong, but...
