Can 43 call them back into session?

Emergency sessions of Congress have been called in the past. Bush can (and should) do it. But does he see this as a real emergency...?

I no longer have the confidence that this president has the cajones to do something like call them back

maybe he is starting to take too much advice from dad (”wouldn’t be prudent- not at this juncture”)
