Emergency sessions of Congress have been called in the past. Bush can (and should) do it. But does he see this as a real emergency...?

Yes, he has an expressed executive power to force congress into an “extra” or special session to address issues of ‘great national importance’. Since the 20th amendment was passed in 1932, only 2 Presidents have forced special sessions, primarily due to the nearly year long congression session length. But he has every right to do so and should issue the order.

This would force the issue to the front page and highlight to everyone just how stubborn and arrogant congressional leadership is.

Article 2, Section 3, Clause 2 of the Constitution gives the President power to call Congress back into session.

Hasn’t been exercised in recent years, but he can do it and should.
