WHEREAS, in accordance with the Treaty Between Virginia and the Indians, which was ratified in 1677 as an agreement between Englands Lord Charles II, Virginias Governor Herbert Jeffreys and the Kings and Queens of Indian tribes throughout Virginia, the Mattaponi and Pamunkey Indian tribes have since maintained the tradition of paying tribute to the Governor of Virginia by presenting gifts of wild game in lieu of taxes; and
WHEREAS, Chief Carl Lone Eagle Custalow ascended to the Mattaponi tribes highest position in 2003 and Chief William P.
