Here's another way to look at the whole business ~ the official plans for how New Orleans should/would deal with anything stronger than a CAT 3 hurricane clearly provide for the deaths of 20,000 to 40,000 people.

In abandoning the plans, throwing their hands in the air, and encouraging people to run for their lives, the deaths were kept down to about 1,000.

I have no doubt there were flaws in the plan ~ but the ad hoc alternative of simply fleeing shouldn't be knocked!
