I've updated my blog to include the e-mail from Janice Okubo confirming that they assign birth certificate numbers in the state registrar's office and the day they do that is the "Date filed by state registrar".
The pertinent portion from Okubo's e-mail:
In regards to the terms date accepted and date filed on a Hawaii birth certificate, the department has no records that define these terms. Historically, the terms Date accepted by the State Registrar and Date filed by the State Registrar referred to the date a record was received in a Department of Health office (on the island of Oahu or on the neighbor islands of Kauai, Hawaii, Maui, Molokai, or Lanai), and the date a file number was placed on a record (only done in the main office located on the island of Oahu) respectively.
MY SUMMARY: As you can see, Okubo said that the Date filed by the State Registrar is the date a file number was placed on a record (only done in the main office).
There are no pre-numbered certificates. A certificate given a certificate number on Aug 8th (Obamas Factcheck COLB) would not be given a later number than a certificate given a number on Aug 11th (the Nordyke certificates).
There is no way that both the date filed and the certificate number can be correct on the Factcheck COLB. The COLB is thus proven to be a forgery.

Some do hold back info so as to not jeopardize it. I read about one poster today that had her computer info downloaded and then wiped, twice. Once from an IP from DC and then from Chicago. I don’t know ANYONE that would do that. Do you? :-)

When the Hawaii Department of Health even agrees that it’s a forgery it should be pretty hard for people to defend the abuse given to those of us who have questioned it all along.
We were accused of not listening to the DOH all this time. Turns out we’re the only ones listening to the DOH now that they’ve made this admission.

And if he decides he doesn’t want to respond he says the information requested is “confidential” (regardless of the fact that Hawaii law requires all forms and descriptions of how the forms are processed to be available to the public). That is exactly what Fukino has been doing all along. Flipping us all the bird while the adoring media cheers.
It’s not just Obama who is jerking everybody around; it’s the folks in Hawaii too. My gut feeling is that he’s offering carrots and sticks. Sticks being lawsuits or worse (like he did, threatening the media with FCC license revocation if they reported on it) and carrots being his willingness to sign a Hawaii sovereignty bill if it gets to him (plus the programs to help Native Hawaiians).
In any event, there is a lot of documented corruption here and we, the people, need to find a way to keep our government, media, and law enforcement honest.

Yes, I saw that. Just posted the link here also before I saw your post. That is so maddening. If that guy keeps his job Hawaii is filthier than even I can imagine.
But what he did is actually going to be encoded into law if Espero’s “Vexatious Requestors” bill passes. They can deny some people access to public records simply because the government worker feels peeved by it or thinks there’s an “agenda” (working with other people to get answers is so conspiratorial, ya know).
I’m thinking about posting on my blog the whole communication I’ve had just trying to get a blank copy of a standard birth certificate - which is REQUIRED for them to make available to the public, as are explanations for terminology and the procedures they use to process those forms. It’s unreal. If a person wants to either laugh or cry it should be a good post for them.
They even deleted part of the history of the communications to hide that I had already explained what they then ask me to explain - when they say they don’t understand why I keep asking them for something they’ve already given and I should explain what laws I say they’re breaking (which was in the communication they deleted from the e-mail history).
I’m sure they would say that I am “mentally ill” because I “can’t recognize when my request has already been answered” (to use OIP’s director, Cathy Takase’s language in a hearing testifying as to why she should be able to decide who is a “vexatious requestor” and blacklist people like me for 2 years.
It’s just crooked and wrong on so many levels. People really need to comprehend what these people are doing.
I’ve half a mind to post a bunch of the communications which show how these people have been jerking us around. A lot of it is technical but some of it is so blatant anybody could see it.

It is a shame that Parsifal can not remember anything about the time he had lunch with JimRob. My brain is rather old, but I sure remember when I had (not lunch) but dinner with JimRob. In fact it was twice. Once in one place sitting at Jim's table, the other time in the same dining room with Jim. I do remember WHERE it was, WHEN it was, and WHAT the occasion was. I also remember who else was with us and even WHAT my hubby and I had to eat! Both were great fun occasions, but the second time I thought we might need to go out and catch and cook our food ourselves as it took over an hour to be served!! We won't eat THERE again!! :)
