5% is looked at here because that is what makes economic sense. You couldn't inspect 100%, we wouldn't pay for the goods shipped if we spent that much money. And it wouldn't be cost-effective.
5% was a Kerry talking point, can't believe conservatives are repeating it now as if it has some rational meaning.
Most inspection takes place when containers are loaded -- and a majority is inspected by, horror of horrers, THE UAE DP World company.

Besides its literal interpretation, it justifies using any means for gaining any ends. I shutter at thinking how easy it would be to sneak in a Wahabi militant into any Arab country guarding our port cities and it scares the hell out of me. Call me racist if you must, but until the culture is swept of Islamic extremism I do not feel safe.
Facts are unfortunately becoming rare commodities in this controversy.

This from the same president who said that the invasion of Iraq was justified because everything changed after 9/11. I wish it was 2008 already.

Dubai, 24 January 2006: - Global ports operator DP World today welcomed news that one of its senior executives, Dave Sanborn, has been nominated by US President George W. Bush to serve as Maritime Administrator a key transportation appointment reporting directly to Norman Mineta the Secretary of Transportation and Cabinet Member.
The White House has issued a statement from Washington DC announcing the nomination. The confirmation process will begin in February.
Mr Sanborn currently holds the position of Director of Operations for Europe and Latin America for the Dubai-based company

While we are sorry to lose such an experienced and capable executive, it is exactly those qualities that will make Dave an effective administrator for MarAd. Mr Sanborn, a graduate of The United States Merchant Maritime Academy, joined DP World in 2005. He previously held senior roles with shipping lines CMA-CGM (Americas), APL Ltd and Sea-Land and has been based, besides the US, in Brazil, Europe, Hong Kong and Dubai during his career. He has also served in the US Naval Reserve.
Mr Sanborn is due to take up his new role based in Washington DC later in 2006.
Neither Congress, nor State and Local Governments have the standing to stop this sale between two foreign countries. The only person who can stop this sale sits in the White House.
I think you will find the Supreme Court looking poorly upon any legislation which suggests that foreigners from a country largely made up of white-skinned people can make deals in the U.S., where those of brown-skin cannot.
This deal is done.
All that is left is the shouting and lawsuits.

Yup, clearly these port management contracts ... that's all they are ... are payback for UAE support in Iraq and potentially in Iran. Also, the muzzies will have nothing to do with port security.
Nah, I still don't like it, but there it is. Maybe these A-rabs will build us a refinery or two. Now that would be useful
