Good question, maybe the bomb on board can not be set off easily (nuke/WMD), maybe it's a diversion. Or, maybe it is nothing. I guess we will have to wait and see what comes of it. Of course, it will likely become one of those "nothing to see here" incidents. ;-)
Well, the way I broke it up was much less... probably not frame by frame. I ran it through a program and had it create a snapshot of ever half second of the video. It came up with ~3,600 images... I did not see anything in those, but it is certainly possible that I missed something if she had that many frames.

MASS. STARTS RANDOM SEARCHES ON TRAINS
Massachusetts Begins Random Searches of Bags and Packages on Subway and Commuter Trains

BOSTON July 22, 2004 The Massachusetts Bay Transportation Authority on Thursday became the first subway system in the nation to begin random searches of bags and packages on subway and commuter trains.
The searches, announced last month, have been billed as an anti-terrorism effort, and began just days before the start of the Democratic National Convention at the FleetCenter.
MBTA Police Chief Joseph Carter says the policy, which includes explosive-sniffing dogs, was in part a response to the March 11 train bombings that killed 191 people in Spain.
Civil liberties groups are mounting a legal challenge. They say the policy violates Fourth Amendment rights protecting people against unreasonable searches.
T spokesman Joe Pesaturo said officials will not reveal where the searches were being conducted.
Groups challenging the policy include the Massachusetts chapter of the National Lawyers Guild, the American-Arab Anti-Discrimination Committee and the American Friends Service Committee. They have urged riders not to allow their belongings to be searched, which could result in being escorted off T property.

Two scenarios:
1. They're looking for particular people.
2. They were looking for biochem agents in which case disembarking passengers may spread an infectious agent.
I wonder if we can have a banner on the next thread that states, "This is NOT terrorist related." with the word "LOL" or "SOP" or the word "REALLY?" underneath that statement.
Just a thought.
I think the operational rule is that if some terror plot is stopped (as I believe has happened quite a few times) then it's not terror.

That's how I'd play it.
No unusual activity in the Reston, Va. area that I can see. Almost too quiet.
I'm following the Turkish ship thing.
The USCG will escort it out to sea before they check it out, to avoid any potential of injury to civilians.
The Ships Master ( Captain) can refuse to be boarded all he wants, but mark my words, he WILL be boarded and they will use force if necessary to do so.
If there is a bomb on that ship, it is a crime, and being in international waters after being escorted from port will not shield it.
Hope it's not number 2.

Fox News now reporting that the Captain claims he was only joking when he said there was a bomb on board.
I imagine they'll stop at the 1 yard line and keep it within territorial waters.
FOX news reporting the captain of the ship was "just kidding". WTH????
