1.) 💎🧵 Dean Logan has run elections in Los Angeles County since 2008. 5.2 million registered voters.

Tuesday afternoon the Justice Department delivered a thumb drive to his office, with the password on a handwritten note.

He has not plugged it in.

2.) The letter is from Acting Deputy Attorney General Trent McCotter. The drive holds names the federal government "believes are likely noncitizens" who were mailed a ballot for November 3.

The ask: check every name in 48 hours. Noon Eastern, October 15.

Jewels Jones ®
@JewelsJonesLive
·

3.) For any name the county cannot confirm, the letter's word is "segregate." Not cancel. Hold the ballot. No signature check. No count. Not until citizenship is settled.

Miss the deadline and "the United States will have no choice but to seek emergency relief."

Jewels Jones ®
@JewelsJonesLive
·

4.) Logan's statement: "We do not consider the device a secure medium."

And: the letter "does not specify the number of individuals involved or describe the information contained in the records."

He has a list he will not open, of a size he does not know.

Jewels Jones ®
@JewelsJonesLive
·

5.) Secretary of State Shirley Weber says her office never got a list at all. Her statement calls it a demand "that California blindly trust this administration without any evidence or legal authority."

Logan's own statement counts it: 21 days before Election Day.

6.) This did not start Tuesday.

July 17: DHS Secretary Markwayne Mullin wrote to Weber that a preliminary review found 190,832 potential noncitizens registered in California.

Weber's reply: "I have serious doubts about the reliability of your data."

Jewels Jones ®
@JewelsJonesLive
·

7.) The Justice Department had already asked for the whole file.

July 10, 2025, a letter to Weber: the complete statewide voter registration list, every field, in a spreadsheet, within 14 days.

California said no.

Jewels Jones ®
@JewelsJonesLive
·

8.) That letter also carried numbers from the federal Election Assistance Commission survey.

California reported 2,178,551 voters with duplicate registrations, 15.6 percent.

Seven counties sent no duplicate data at all. Los Angeles was one of the seven.

Jewels Jones ®
@JewelsJonesLive
·

9.) The Justice Department sued Weber for the file in September 2025.

January 15, 2026: Judge David Carter dismissed it and called the request "unprecedented and illegal."

This time the Department did not ask for California's list. It brought its own.

10.) Here is the part of Dean Logan's record that matters.

2017. Judicial Watch sued him in federal court, in his official capacity. Judicial Watch v. Logan. The complaint said Los Angeles County carried registrations equal to 112 percent of its adult citizens.

Jewels Jones ®
@JewelsJonesLive
·
1h
11.) In January 2019 the county settled. Logan and the state put a number in it: "approximately 1,565,000 registrations on Los Angeles County's inactive file."

The county's position had been that removing them was "permissive, not mandatory."

Jewels Jones ®
@JewelsJonesLive
·
1h
12.) The Supreme Court had settled that question seven months earlier. Husted v. A. Philip Randolph Institute, June 11, 2018: "federal law makes this removal mandatory."

After the 2022 election, Los Angeles County cancelled about 1.2 million inactive registrations.

Jewels Jones ®
@JewelsJonesLive
·

13.) Inactive does not mean illegal. It means moved, died, or never answered a notice. Nobody was accused of a crime.

Los Angeles County kept 1.5 million of those names on its rolls, and it took a lawsuit to clear them.

Same registrar. Same office.

Jewels Jones ®
@JewelsJonesLive
·
1h
14.) July 9, 2025, the Justice Department wrote to Logan directly. It wanted records of every registration the county cancelled since January 2020 because the registrant did not meet the citizenship requirement.

Fourteen days to answer.

That was fifteen months ago.

Jewels Jones ®
@JewelsJonesLive
·

15.) Logan's line: a removal takes "verifiable information, not assertions of unconfirmed data matching."

It took a lawsuit and a Supreme Court ruling to get 1.2 million inactive names off his rolls.

Noon Eastern, October 15. Then, the Department says, a courtroom.

I sure miss the days of good authors who could write intelligent articles with a theme, good sequential flow, introduction, body, and build to a conclusion.

Turned into an article...

Federal Officials Demand Los Angeles County Segregate Ballots Linked to Alleged Noncitizens

On October 13, 2026—21 days before the November 3 election—the Justice Department delivered a letter and password-protected USB drive to Los Angeles County Registrar-Recorder Dean Logan. The drive held names the federal government believes are likely noncitizens who received mail-in ballots. Acting Deputy Attorney General R. Trent McCotter gave officials until noon Eastern Time on October 15 to review the list.

For any name whose citizenship could not be independently confirmed, the letter asked officials to segregate—not cancel—the associated ballots and hold them from signature verification and tabulation until status was settled. Ballots not yet mailed were to be withheld. Failure to comply would prompt the department to seek emergency relief. McCotter stated that allowing noncitizens to vote cancels citizen votes.

Logan’s office said it had not opened the drive. Doing so would conflict with established data privacy and security protocols, and the office does not consider the device a secure medium. The letter specified neither the number of individuals nor the information contained in the records. Logan noted that any action affecting voter eligibility must rest on verifiable information, not unconfirmed data matching, and that his office was reviewing the matter with the Secretary of State and Attorney General while continuing normal election procedures.

California Secretary of State Shirley Weber said her office never received the list. She described the demand as requiring the state to trust the administration without evidence or legal authority. She referenced a July Department of Homeland Security claim of roughly 190,000 potential noncitizens on California rolls—an assertion her office said remained unsubstantiated after requests for supporting methodology went unanswered. Weber argued that such efforts cause chaos and erode public trust, while affirming that California law limits registration to citizens and requires removal of ineligible names.

The episode follows earlier federal attempts to obtain California voter data. A prior Justice Department request for the full statewide voter file was dismissed by a federal judge in January 2026 as unprecedented and illegal.

Logan has previously faced litigation over list maintenance. A 2017 Judicial Watch lawsuit alleged that Los Angeles County registrations exceeded the number of adult citizens. A 2019 settlement identified about 1.565 million inactive registrations. The Supreme Court’s 2018 decision in Husted held that federal law makes removal of inactive voters who fail to respond to notices and do not vote in subsequent elections mandatory. The county later removed roughly 1.2 million inactive names. Inactive status typically indicates a move or death rather than illegal registration.

With the 48-hour deadline now passed, the dispute underscores the tension between federal claims of potential noncitizen voting and state and local insistence on secure data handling, established verification standards, and sufficient evidence before ballots are set aside—particularly this close to Election Day.

Article I section 4 of the US Constitution grants Congress the power to alter State laws as to the times, places, and manner, of elections for Representatives and Senators (after saying it’s up to the States to make those rules for themselves to begin with).

Since Congress has refused to pass the SAVE Act, and the next Congress certainly won’t, I can’t see how this even arises as an issue.

There is no other example of Congress having authority over State rules about how elections are conducted within their borders.

The general rule of interpretation would be, since the Constitution called out two and only two elections where Congress COULD (but doesn’t have to) make rules about how they are conducted, that all the other electoral machinery is an exclusive State power (except for exceptions in XIV, XV, XIX, XIV and XVI about voter qualifications - no one in rebellion, no denial to former slaves, no denial to women, no denial by a poll tax, and no age limit above 18.

Can states constitutionally allow noncitizens to vote in national elections?
“Yes, under the U.S. Constitution, states generally have the authority to set voter qualifications for federal elections, including potentially allowing noncitizens; the federal criminal ban does not override that power and is currently under challenge as unconstitutional.”

Under the U.S. Constitution, states generally have the authority to set voter qualifications for federal elections and it does not specifically restrict those qualifications to citizens.

Nor does it explicitly permit states to allow non citizens to vote in Federal elections.

The Illegal Immigration Reform and Immigrant Responsibility Act of 1996 included a provision making it a federal crime for noncitizens to vote in federal elections, punishable by fines and imprisonment.

All US states currently have laws dating back to the 1920s that prevent non citizens from voting in Federal elections.

It is obviously the goal of the Democrat Party to use illegal immigration to gain political control of states to legalize non citizen and illegal alien voting
This will eventually end up in the Supreme Court if things keep going the way they are

Thank you for posting E. Pluribus Unum.

"Yes, under the U.S. Constitution, states generally have the authority to set voter qualifications for federal elections, including potentially allowing noncitizens; the federal criminal ban does not override that power and is currently under challenge as unconstitutional."

I respectfully disagree that states can allow non-citizens to vote. States that allow non-citizens to vote weaken the voting power of qualified citizens. And weakening the voting power of citizens is prohibited by Section 2 of the 14th Amendment (14A), that section a penalty for states that allow this to happen.

In fact, note the zero tolerance "hair triggers" in that section that the Supremes, Pence and the J6 Congress wrongly ignored imo when lawmakers voted to accept Biden's electoral votes in 2020 despite allegations of vote-counting problems.

Also note that the California state officials resisting the federal government's Section 2-based oversight power to guarantee honest elections are possibly candidates for removal from office under Section 3 of 14A.

14th Amendment, Section 3: No person shall [all emphases added] be a Senator or Representative in Congress, or elector of President and Vice President, or hold any office, civil or military, under the United States, or under any State, who, having previously taken an oath, as a member of Congress, or as an officer of the United States, or as a member of any State legislature, or as an executive or judicial officer of any State, to support the Constitution of the United States, shall have engaged in insurrection or rebellion against the same, or given aid or comfort to the enemies thereof. But Congress may by a vote of two-thirds of each House, remove such disability.

It wouldn't be surprising if Sections 2 & 3 were intended as a group.

Noncitizens—including people without lawful immigration status—are not eligible to vote in California state or federal elections. California requires voters to be U.S. citizens, and federal law also limits federal elections to citizens.

The Federal Government has the power and legal authority to prevent non citizens and especially illegal aliens - along with other types of vote fraud based on both state and federal laws already on the books.

These are criminal offenses and are subject to Federal law enforcement

"Yes, under the U.S. Constitution, states generally have the authority to set voter qualifications for federal elections...

But practically speaking, the answer is no.

The controlling section of the Constitution is Article I Section 2:

The House of Representatives shall be composed of Members chosen every second Year by the People of the several States, and the Electors in each State shall have the Qualifications requisite for Electors of the most numerous Branch of the State Legislature.

Currently, no state allows non-citizens to vote for the members of state Houses or Assemblies, so no non-citizens may vote for Representatives for Congress, too.

This language is repeated in the 17th amendment:

The Senate of the United States shall be composed of two Senators from each State, elected by the people thereof, for six years; and each Senator shall have one vote. The electors in each State shall have the qualifications requisite for electors of the most numerous branch of the State legislatures.

This means that currently, non-citizens may not vote in federal elections for Congress.

There is no equivalent language for choosing Electors to the Electoral College. However, it is clear from the text of Federalist #68 and the surrounding context that the Constitutional Convention intended Electors to the Electoral College to be citizens of the United States:

It was desirable that the sense of the people should operate in the choice of the person to whom so important a trust was to be confided. This end will be answered by committing the right of making it, not to any preestablished body, but to men chosen by the people for the special purpose, and at the particular conjuncture.

It was equally desirable, that the immediate election should be made by men most capable of analyzing the qualities adapted to the station, and acting under circumstances favorable to deliberation, and to a judicious combination of all the reasons and inducements which were proper to govern their choice. A small number of persons, selected by their fellow-citizens from the general mass, will be most likely to possess the information and discernment requisite to such complicated investigations.

This may lead to a GOP challenge to election returns in LA. A pre-election notice of this type is usually required if one wants to challenge later election results on the basis that they are tainted by invalid voter registrations and votes.

As it happens, there is specialized software that can quickly process large numbers of names and records to weed out irregular registrations. The failure of the local supervisor of elections to act may well become part of a later court case or US House proceedings.

So why wouldn't the LA supervisor of elections at least make an effort and go so far as to publicize not doing so? My guess is that he and the Dems are confident of favorable rulings from their allies in the local federal courts and in the Ninth Circuit. In addition, if the Dems take the US House, they can ignore any election challenge there and install a member or two whose margin of victory depends on vote fraud.
