I’d be generally for that but note Walmart is a taxpayer subsidized organization.
About 10% of its revenue is from food stamp purchases.
A plurality of its employees are on Medicaid and other taxpayer subsidies.
It would not make a profit but for taxpayer largess.
So, NYC blocked capitalism when it blocked walmart.
Now, the Socialists want cheaper groceries. They voted for a Muslim and terrorist sympathizer to get cheaper groceries.
Oh!! I got it. The solution is to start inefficient government owned grocery stores, subsidized with taxpayer money, and then subsidize the other grocery stores with taxpayer money!!!!

Produce can be had for very good prices in NYC.
I just checked Walmart’s website.
There are no Walmarts in NYC.
I counted four Walmarts in adjacent Nassau County.
There are quite a number of Walmarts across the Hudson in New Jersey.
Most national chains shun NYC because it has high costs and requires higher pricing.
A prime example of get government out of business.

At noon, a market will be had when produce and healthy boxed & canned foods can be had at excellent prices from church-approved and city-licensed vendors.

I’d be shocked if Wal Mart would want to enter NYC given the current state of affairs. They would lose too much to shoplifting and nothing would be done about it.
Hell, within a week, there’d probably be a homeless encampment in their storeroom.

The Indian Unified Payments Interface (UPI) system that uses cellphones and QR codes (and not terminals and cards) might be bought to NYC to cut merchant fees.
When the government runs a store, there is no profit motive, and it has access to unlimited funds, courtesy of the taxpayers, to bail it out. So it can sell at a lower price because the folks are paying the bills.
Since this is unfair competition, normal stores will be forced to close and then the government store will be the only one, thus partially fulfilling the communist goal of government-owned means of production.
There was a Walmart in DC not far from the Capitol, but it closed.

Turkey has had government-run food stores for short periods of time when the government felt, not always correctly, that markups were unreasonable.
It is a balance between cheaper prices and local community/jobs.
Even as a kid, I understood wholesale and retail prices.

I read that Costco sometimes allows members to buy frozen pre-baked dough.
One can buy pizza dough at Aldi’s for $1.19 for a pound as I recollect.
I saw bread at $7/loaf in a New England chain grocery store two years ago.
I buy half-price dated bread from Walmart, put Aldi cheese shreds on it, and bake the slices in my toaster oven. IMO, the slices are far better than the cheese crackers I bought many boxes of.
