In my book (1) the polling outfit is not a bipartisan outfit to begin with, and (2) “most” Americans get their idea that most government workers are bipartisan from a media that is not bipartisan.
Considering “Man on the Street” interviews by late night hosts, or Jesse Waters, Fox News, etc... most Americans know next to nothing about political news, or things we would consider common knowledge.

I beg to differ. Most government workers are lazy slackers, possibly competent, but probably not.

The neutrality of government employees might have been a possibility before the Clintons and Obamas. But the Clinton staff stealing all the W keys from White House computers should have given us some insight into the juvenile behavior that had happened behind closed doors. And Obama added 11,000 government employees right off the bat.
