Yeah that’s a little over the top but in my experience both in and out of government the 80/20 rule applies. Most people are just clocking time. The good ones get a lot of the work done.

I thought that if people understood logical fallacies that would help them avoid logical fallacies in their arguments.
Apparently all it does is help them identify the logical fallacies of others.

I beg to differ. Most government workers are lazy slackers, possibly competent, but probably not.

I've experienced that a lot in my time.
Some go out in the field, make a few mistakes, miscalculation and errors in judgement. Others set about the shop and talk about what fine Instrument men they are.
You can get a little dirty when you put your shoulder to the wheel, but it comes with a lot self gratification.. :)
Bingo. I met and worked with people in the private sector that were miles above public servants.
The neutrality of government employees might have been a possibility before the Clintons and Obamas. But the Clinton staff stealing all the W keys from White House computers should have given us some insight into the juvenile behavior that had happened behind closed doors. And Obama added 11,000 government employees right off the bat.
Most government employees are arrogant slackers who are fully focused on their retirement benefits.

The California Policy Center examined pay records for more than two million state and local government workers (not including those in K–12 or college education) and found that average total compensation in 2012 for a full-time employee was $124,058 in a California city, $102,312 for county workers, and $100,668 for state workers. By 2015, total compensation had increased to $137,392, $117,425, and $116,887, respective to these categories. Adjusting for inflation, these are increases of 7.3 percent, 11.2 percent, and 12.5 percent, respectively, over this three-year period, compared to roughly a 3 percent increase for the entire US economy over the same period. Full-time private-sector workers in California received average total compensation of $62,475 in 2015.
