There is a “no real victim, no real crime” argument to be made here from a legal standpoint.
HOWEVER... this creep was a predator looking for a victim. The moral/ethical lapse was already there and only lack of opportunity kept him from offending in a more serious manner.
Put him away for a LONG time. Even if it is just in a mental institution.
If there is evidence he actually DID harm a child...

It’s all sick, but if someone drew or painted an illegal act, is that drawing or painting just as illegal?
If there every was a case for "if you see something, say something", its in a situation like this. But I'm sure the school would circle the wagons and defend this teacher to the hilt and go out of their way to not investigate him.
