Breaking Away, 1979. Early roles for Dennis Christopher, Dennis Quade, Daniel Stern. Also Paul Dooley and Barbara Barrie.
Go Hoosiers! And Robyn Douglass was so cute back then.

“The Princess Bride”
One of my family’s favorites.
“Raiders of the Lost Ark” has its dark moments, but it is a fun homage to the 30s and 40s movie serials.

Any of the Marx brothers films.
Duck Soup, etc.
As others have listed any of the Naked Gun movies and all the other Zucker brothers films.
Any movie made by Mel Brooks.
Not movies, but any of the Three Stooges with Curly, Larry & Moe.
To: Chickensoup
Anything with Rowan Atkinson.

That’s a great movie.
We also like ‘The Dish’, about the Parkes Observatory in Australia and its role in providing live television images from the moon landing.

Some of the Damon Runyan inspired movies are nice and fit your criteria.
Here's one: Pocketful of Miracles (1961), starring Glenn Ford and Bette Davis.
It has all the co-stars that you'd expect from that era and genre.
