President Donald Trump declared that he will be cutting off federal funds to sanctuary jurisdictions across the country beginning in February.
The White House will cease all federal payments to city and state governments that restrict cooperation between local law enforcement and federal immigration authorities, Trump said Tuesday while addressing the Detroit Economic Club. The declaration follows intense national focus on immigration policy, with multiple lawsuits against enforcement surges racking up and Democrats demanding the Department of Homeland Security scale back activities.

The federal government cannot cutoff funding for everything as a means to pressure a State Government to do something that the feds don't have the power to compel directly. Some cuts are permissible to the extent they amount to withholding money because the state isn't spending it for its intended purpose.
For example, Obamacare initially withhold ALL Medicaid funding to any state that refused to expand Medicaid to more people. Supreme Court said no, you can only withhold any additional Medicaid funding that was intended to finance the expansion. The feds couldn't withhold all of it just because a state refused to expand the program.
That's the anti-commandeering doctrine of the 10th Amendment, applied in NFIB v. Sebelius (2012), the Obamacare case. That was the only part of the case on which the "conservative" point of view prevailed.
So no, the President cannot withhold all federal payments to a state just because they are doing something he doesn't like.

I live in a Democrat enclave. There are two types: the radical, multi-colored peacocks with metal in their faces and every square inch of skin covered in tats (that’s the females) and the ones who are embarrassed to be democrats because of the first type. I’m friends with several Type II Dems. They get it. They see the waste, fraud and abuse. They see their party has no path other than Hate Trump. They see the jobs lost to foreigners (we’re in Raleigh, so we can’t hit a short iron without hitting an Indian, Chinese or Korean) and they are just about over it. The only platforms keeping them from voting GOP is abortion, weed and LGB stuff. They’re dropping the TQs. It’s still a big divide, but it’s more narrow than some might think.
Well, at least one judge can’t slap a nationwide injunction. /S/

Depends upon exactly what it is they are doing. States are permitted to essentially do nothing at all to help the federal government perform its functions. Zip-zero. If the federal government wants to do something, it has to do it with their own people, equipment, money, etc...
If there is actual obstruction by state personnel, then you could charge them with a crime.
But you couldn't say "we're not sending the state any more money for its parks" because they are obstructing ICE agents.
If person #1 says ... “I want us to stop killing the innocent.”, and person #2 says ... “The law says we can kill the innocent.”, person #2 may prevail in a court of law, but not in the court of public opinion.
