I have doubts about that - at least to any depth. Counterintelligence is the job of the FBI. She could certainly cooperate.

Tickets should be sold by weight - total weight of the passenger and their luggage. If you and your luggage weigh a total of 300 pounds, they you pay the basic ticket fee plus an adder to compensate for the additional fuel and space needed.
