The GOP has had many chances to do so but they always run into an insurmountable obstacle: one of their biggest donor groups - insurance companies - love the ACA as it is and will spend big to prevent change.

Such a charter does exist. Unfortunately, the votes in both the House and Senate in adequate numbers for repeal have not previously existed in the recent past.
At present, we are learning if there are adequate votes available at present to restore the law that is coming to a close

When will people learn that the gov’t can’t do anything as efficiently as the private sector. Gov’t should not be in the insurance business (especially flood insurance), banking (SBA, student loans), railroad (AMTRAC), or any other business performed by the private sector. Reason: They have absolutely NO reason to be efficient. Even an idiot can buy a hammer for $600.
Get the government out of the student loan business too! and watch college cost drop like a rock!

True; but Republicans need to convince the voters to elect legislators who agree. Meanwhile, medical care for people who really need it should not be held hostage to the competing proposals.
