Cuellar is an amoral grifter. Why would he be expected to have a moral epiphany now that he's free and clear?

Loyalty to who? I’ve already accepted that we, the general public will never know the real reasons behind several of President Trump’s pardons. So much of greater urgency is going in the right direction, i.e. border control, I tend not to dwell on petit mystere for very long.
He forgot the lesson of "The Snake" which was often used in campaigning. Cuellar, the snake, did what snakes do.

Like every other Congresscritter, Cuellar needs plum committee assignments producing inside information he can then trade on, to make money to pay his legal bills, and then, get rich.
For Cuellar, it was a cold calculation as to which party affiliation would allow him to conduct this grift most quietly and effectively. Nothing personal directed at PDJT.
Give Cuellar a little more time and he will,eventually, move to our side.
