Rather than buying Trump acted against weaponization of the justice system. I think he assumed that having been treated with such viciousness by the democrats. HC would want nothing to do with them in future. Frankly I would have assumed the same and find his decision quixotic. I do believe he should have met with the President to discus his gratitude & the future.
HC’s continued democrat alignment suggests that they still have a holld on the Congressman.

I don’t know what the President thought; but it would have been wise to keep quiet about this and avoid that appearance.

Yeah, I had a similar thought. This thing is screwed up on both sides. If I belonged to a certain party and they tried to crucify me and my family, I’d be damned if I would stay with that party when someone from another party pardons me. On the other hand, Pres. Trump should not expect for everyone to change their political preferences, Some people are just hard wired that way, and you can’t fix stupid. Cuellar’s career is done. Dems won’t vote for him and neither will republicans, imho.

This story about Cuellar perfectly encapsulates the weaknesses of Trump’s reliance upon “loyalty”. That and he tries to form loyalty bonds with some quite left wing actors, even endorsing Lindsey Graham for another 6 years in the Senate.

I really wish Trump would have embraced conservatism at some point but it’s probably too late for that.
