Cuellar is an amoral grifter. Why would he be expected to have a moral epiphany now that he's free and clear?

Loyalty to who? I’ve already accepted that we, the general public will never know the real reasons behind several of President Trump’s pardons. So much of greater urgency is going in the right direction, i.e. border control, I tend not to dwell on petit mystere for very long.
He forgot the lesson of "The Snake" which was often used in campaigning. Cuellar, the snake, did what snakes do.
Revisiting the last part of the poem:

There are many unintended consequences to this. Cuellar is tied to trump now in his election. Trump has tagged him as untrust worthy.
