Three Chinese nationals working at a University of Michigan research lab were hit with federal charges Tuesday related to an alleged conspiracy to smuggle biological material into the United States for China.
The charges are the latest in a series of cases tied to the Ann Arbor, Mich. school that have raised concerns about the threat of biological terrorism emanating from China.
“Allegedly attempting to smuggle biological materials under the guise of ‘research’ is a serious crime that threatens America’s national and agricultural security,” Attorney General Pam Bondi said in a statement. “We will remain vigilant to threats like these from foreign nationals who would take advantage of America’s generosity to advance a malicious agenda.”
Jerome Gorgon, the US attorney for the Eastern District of Michigan, said the three men charged are part of a “long and alarming pattern of criminal activities committed by Chinese Nationals under the cover of the University of Michigan.”
“At some point, pattern becomes practice,” Gorgon said in a statement, describing the alleged smuggling effort as a “threat to our collective security.”
Xu Bai, 28, and Fengfan Zhang, 27, were charged with conspiracy to smuggle biological materials into the US.
Zhiyong Zhang, 30, was charged with making false statements to federal agents about the alleged scheme.
All three men were J-1 visa holders and had been conducting research at the University of Michigan’s Xianzhong Xu (Shawn Xu) laboratory, according to authorities.
Between 2024 and 2025, Bai and Fengfan Zhang received multiple shipments from China containing “concealed biological materials related to round worms.”
The worms, which had “genetic modifications,” had been sent by Chengxuan Han, a Ph.D student in Wuhan who later came to the US to work at the same University of Michigan lab.
Han was charged with smuggling and making false statements in June.

Every aspect of what these people have been doing and who they associate with needs to be thoroughly investigated. There is something very wrong with PhD researchers sneaking around with material like this. Especially when they are from China.
By Chinese law every citizen is required to cooperate with and act as an agent of their intelligence service when ordered to do so. What we may be seeing are eager citizens trying to curry favor with the intel crowd by approaching them with, “Hey, I’m important. I smuggled this contraband for our use against the horrible West.”
This need to feel important and involved appears to have been the motive for CIA traitor Aldrich Ames. He was bored with his job at CIA and wanted some intrigue and the feeling of being involved, so he monetized his position at CIA. Suddenly he was important. He was in the center of a huge adventure.
Because of the stupidity of what the various Chinese researchers are doing, I’d guess that’s more the motivation than some plot by Chinese intelligence. But never underestimate the stupidity of a bureaucrat who has zero oversight from above.
Does the University of Michigan have any “giving aid and comfort” culpability?
You mean Chinese nationals lie and do whatever they want with no regard for American law?

Anything for money and prestige is the alarming pattern there.
Time to end all Chinese visas and make them all return to their CCP home.
For Americans, China is a giant black hole of culture, language and information.
We have almost ZERO idea of what China is really like.
So we project - and assume that people, government, social behavior, culture are like ours, and we view them through that rose-colored lens.
In many cases that is correct - mothers love their children, young people date and fall in love, and people want financial security, etc. etc.
But there are other instances, particularly political environment, business ethics, social hierarchies, wider social behavior - where our ignorance makes us absolutely blind.
Electric chair them.
