These will be invaluable to invasive squads taking out C&C centers or radar trucks. Not armor. Just drop a squad in, creep into range and fire. No risk to airplanes.
I think that smart mortar rounds are likely to be the most useful.
For longer range, there’s missiles and drones.
It comes down to needed range, needed accuracy and the lowest cost answer.

Radars don’t have to be operated continuously. If the range is 50 miles and the enemy flies at 1500mph, then the cycle time is slightly less than two minutes.

You need to pop the real estate bubbles by closing off their airspace below 5,000 feet, in NYC’s case, to two counties out (Nassau & Suffolk, Westchester & Fairfield & Putnam, etc.)
Most states could create new capital cities every ten years. These would be quality cities with amenities, and affordable housing.
For health care:
1. break most hospitals into two
2. convert smaller hospitals into real estate leasing entities
3. separate out drug coverage so hospital systems can run care coverage systems and cut out insurance company overhead and meddlers
4. create interstate drug plans that don’t have to cover every drug, only most (~80% or more) in all important types (large volume recombinant, small volume recombinant, breakthroughs under patent, etc.)
5. have drug patents limited by above manufacturing cost revenue and not by time
6. require Kirchoff patent collapse to a single entity to get FDA marketing approval
For SNAP, cap at $2/day/person, paid in daily to eliminate “food insecurity”

The Brahmashirastra (Sanskrit: ब्रह्मशिरास्त्र) is the most destructive weapon described in the ancient Indian texts. The Brahmashirastra causes chain reactions of massive explosions and waves to annihilate even the universe itself. Four people named in the ancient text possessed the knowledge of this weapon. This weapon can be invoked in any object, even to a blade of grass.
The Mahabharata names four people capable of understanding the Brahmashirastra. One was Arjuna, the hero of the Bhagavad Gita. He represents you and me and every one of us. Understanding this and the text can lead to astonishing insights.

Having electronics which can withstand the G forces of an artillery launch was solved in the 1970’s or 1980’s.
The HARP project was launching shells with electronics into sub-orbital trajectories.
“Smart” artillery shells are now common in the USA.
The US already has had self-steering artillery rounds for more than 40 years. Now there’s Copperhead, Excalibur, ... even self-steering mortar rounds (M395). Plus a self-steering warhead (M1156 PGK) that converts any 155mm arty round into a “smart” weapon.
In 2014, DAPRA revealed they’d created a self-steering .50-cal bullet. Short of infantry small arms, we can make about anything self-steering we have a mind to.
But the guy who wrote this article isn’t the sharpest crayola in the box or he wouldn’t have referred to an arty round as “a bomb.”

That problem was solved in the 1940s with the "VT" proximity fuze for, among other things, the 5"-38 dual purpose naval guns.
We didn’t test countermeasures, like tanks disguised as school buses, either. But modern sensors definitely increase the range and lethality of ordinance. A 155mm artillery shell can be an autonomous (i.e., “smart”) drone.

This is not necessarily a hopeful scenario.
US big-blue cities are already losing middle- & upper-income citizens at rates that fuel population booms in red states.
What's left in big-blue cities are impoverished welfare recipients, criminals and illegal aliens.
The more normal Americans flee our big-blue cities, the more cities are dominated by welfare & criminals -- politically, economically & culturally.
If their livelihoods (meaning welfare checks) are threatened, it will not necessarily go well for them, or for the country.
A better scenario is that Pres. Trump succeeds in eliminating illegal aliens and then helps revive big-blue cities by bringing in industry and red-state (or red-district) citizens to operate it.
Turn big-blue red.
