Ummm...I’ve watched several versions of the vid, several speeds/magnifications ... I don’t see what can possibly be a rifle, in whatever he picks up.
The answer to your question is in any of a number of techno-spy thrillers of recent vintage: always egress by a different route than that used for ingress.

You need to read this especially the part where he discusses leaving the rifle in a bush. He also states that it was his grandpa’s rifle and is worried about how he will explain the loss of the rifle to his father.
He was only on the roof for like 2-3 minutes.
A very short time to be noticed and interdicted/interfered with.
Inside the decision loop of most security. I don’t think a civilian countersniper team would have had time to ID him, get a lock on him, and take him out before he shot.
Having someone on the roof might have stopped him.
Noticing him on the roof and moving Charlie might have done it quick enough.
In the video of him running across the roof, and then dropping down, which I watched, it was obvious he was carrying a long object.
As I wrote, the resolution was not good enough to identify the long object, but it was clearly there.

It means: If you suddenly find a single ant in your apartment or house, it doesn't mean that you have only a single ant. Rather, it means you have lots of ants.
Any questioner asking "How did the assassin manage that?! What are the chances?!" is oblivious to the very distinct possibility that there were probably many other occasions where other would-be assassins were simply foiled by circumstances - the door to the rooftop was locked, the rife jammed, the would-be knifeman couldn't elbow his way through the crowd to get close enough, the bomb failed to detonate, etc.
If you postulate that there have been, say, a dozen attempts against Mr. Kirk, about eleven of which we know nothing (because they were foiled early enough and thus went undetected), then the fact that one got through / was successful is easier to accept the fact that that one managed to "beat the odds."
I guess that this might simply be another facet of Survivorship bias.

Yes. it is absolutely just a guess.
But many times I have been places where people go to smoke. That door/ Area is supposed to be “secure”.
The staff, grounds people will all swear up and down the “door is locked at all times” and ignore the hordes of people propping the door open with pieces of paper. and constantly going in and out.

How did the thought of pre-meditated assassination get into his brain? Who and what discussions lead to this thinking? Who and what discussions allowed him to access the physical vantage point to carry out the deed?
