Actually, that’s how most prosecutors work. They keep their investigations under tight wraps until they have a case built so as not to jeopardize the process and tip off anyone who might want to cover their tracks.
Of course, once a case is political, or is high-profile enough to raise someone’s profile in the media, THEN the grand standing begins.
