Trump has to cut funds to the various EU governments which all take a cut or kickbacks for their handling of USG funds associated with Project Ukraine.
The political incentive is to continue receiving USG Funding for Ukraine which enriches every EU nation. The socialists do not produce enough in any given year to meet financial obligations.
