The locals have been doing that in Rome for 2000 years.
I toured the Colosseum last October. The guide pointed out one of the few remaining sections of Cararra marble in the place. He said the rest had been stolen over a two year period following the fall of Rome.
He said that there were houses/buildings all over Rome that had stone in it from the Colosseum. That instead of having to pay a quarry for new stone it was easier to go over to the ruin and just steal it.

As an Art History major, Alceo Dossena and Han Van Meegeren are two of my favorite stories. As master forgers, they exposed who the real fraudsters were in the 20th century art world, and it wasn’t the artists.
