People do stupid things when trying to get the best picture.
When I was at the Grand Canyon, on the Navajo reserve, and I saw a guy leaning over about 30 degrees trying to look like he was flying. My first though was, he’s dead if a gentle breeze happens at an inopportune moment.
The “do stupid things, win stupid prizes” meme comes to mind
Sounds to me that he has no one to blame but himself. Play stupid games receive unpleasant results. I do hope he recovers fully, and learns that what he did was unacceptable.
Note to self: never attempt to climb over a protective fence. Be it a fence guarding a top secret defense facility, a fence with a sign "Warning! Attack dogs on premises!", or a fence shielding an historical artifact from the public. Fences are there for a reason.

Getting impaled used to be an essential part of the Colosseum experience.
Went to the horse races in Galway, Ireland back in the 1980’s and remember seeing the rock walls with cemented beer glass at the top. I remember thinking of the lawsuits if someone were to do that in the US.

Fences are there for a reason. There are sometimes good reasons to get over, under or through a fence - taking a better picture is usually not one of those reasons. My sympathies for the dude who got impaled, but seriously?
