No, that’s not what it says. Of course they can stop US citizens, normal rules apply: probable cause, warrant, etc... You are a US citizen, yes? That’s reasonable and normal right?
If I were Trump, I would announce that I will issue blanket pardons for anyone who ignores this judge's order.
I would do the same for anyone defying the other @$$hole arrogant judges who think they are president.

I understand why you might think that without the full context, but no, the injunction doesn’t apply application to arrests of citizen.
The order only limits Border Patrol when it is acting under its civil-immigration authority, and every operative clause is framed in terms of “noncitizens”.
Detentive stops: Agents may not stop someone “unless, pre-stop, the detaining agent has reasonable suspicion that the person … is a noncitizen who is present within the United States in violation of U.S. immigration law”.
Warrantless arrests: Agents may not make a warrantless arrest “unless, pre-arrest, the arresting agent has probable cause to believe that the noncitizen being arrested is likely to escape before a warrant can be obtained”.
Because the injunction is expressly confined to encounters with noncitizens, it does not bar Border Patrol from arresting citizens that the agents have probable cause to believe are committing a crime.
