A federal judge on Tuesday ordered the Trump Administration to rehire Voice of America (VOA) and other affiliate news services staff.
President Trump placed employees and contractors for government-funded Voice of America on leave last month.
US District Judge Royce Lamberth, a Reagan appointee, said Voice of America is funded by Congress and Trump’s cuts to the agency are “a direct affront to the power of the legislative branch.”

There is some logic to it. We know the President cannot do a line item veto of a funding bill. He signs the whole bill into law or he vetoes it. It sort of makes sense that he cannot sign it into law and then effectively perform all the line item vetoes he wants after signing it into law.
Anyway, Congress makes the laws and wields the power of the purse.

So what’s stopping the Executive from an EO that hires these VOA employees as court employees for Lambeth’s District?
In essence telling Lambeth that he \must hire\ these people.
Oh, and they can be paid with the VOA money until October.
But Lambeth needs to find office space, equipment and something to do.

Yeah, the Executive gets to execute the laws that the Legislature enacts. Indeed, the Constitution mandates that the Executive "shall take Care that the Laws be faithfully executed."

My view is that it makes no sense to claim that a President must spend every dime Congress authorizes.
While I agree with that, a law passed by Congress is definitive, and it is the Executive's responsibility to follow and enforce it, not just ignore it if he doesn't like it, or it's his opinion that it is unConstitutional. That's what the Courts are for at that point.

Yeah, it pretty much does. Congress can void out an executive order entered into the federal register with a simple vote. Other than that, yes, it has force of law.

And THAT is what is not the way it works. Nothing in the Constitution gives the court the power to decide if a law is constitutional. That is a self grabbed power from Marbury vs Madison. And they certainly do not have the final power of approval over every action a President takes.
