This is how you reform the CIA. Cut USAID. Cut the Peace Corps. Cut the Red Cross. Get rid of the 6400 extra positons on the books at State which exceed the Congressionally authorized mandate of 15,000 foreign service officers/specialists - that extra 28% are undeclared.
DOGE needs also to target LEGAT at State. LEGAT is the FBI overseas, complete with their office level encryption devices for their internal networked systems piggybacking State/Agency Com’s.
Another one of JFKs pet projects along with USAID developed for the Vietnam war aid. How brilliant is that. Send a bunch of idealogs to a war zone to get killed.
Once upon a time I held a very sensitive position in an Army intel agency. At that time there was a list of organizations you could not belong to, or you’d never get a TS clearance.
The Peace Corp was one. Obviously, the communist party USA was another. I presumed those going overseas with the Peace Corp could have been easily flipped. Most of them being hippy draft dodgers, that would have been easy.
Gonna find a lot of fraud, waste and abuse at PC HQ.

In other words, throw money at a program that is there for other countries to determine it’s worth and act accordingly to be behaving to the US dutifully. And that has never worked in the history of the world, with any country, anywhere that wasn’t militarally threatened at the least. Perfect example is the Ukraine.
