I knew some medical school students who lived in those apartments but that was thirty years ago.
It was on the very edge of an acceptable neighborhood back then, but the ghetto is ever-expanding, like kudzu.
It’s close to Rhodes College. Not to far from where a student was murdered a few years back.

I’ve had to deal with bad renters, who often have their cars reposed and are more or less in the same mental class. For the typical encounter, they seem normal, but with exposure they can’t make the simplest decisions. Do I spend forty dollars on lotto tickets or buy some food? If you guessed food, even knowing they were hungry, you got it wrong. The average IQ is 100. But it’s a Bell curve and there are plenty of people under the far-left side of that curve. Seventy is borderline retarded. But I’m guessing some people are at fifty or worse. And running over someone who is there to do his job without thinking of consequences is par for the course.
The driver couldn’t see the guy was under the car. That said, I don’t think you could hurt any of the principle players too much by running over their head.
Seriously, why spend it on lottery tickets when you can buy beer and vapes instead?
Yes, rundown now. Some of those older homes nearby are nice places.

My ex was a private investigator, but when he was between cases he would do a little repo work on the side. I went with him twice. First time we got shot at and had to do a high speed getaway. Second time he picked up a car from a guy whose whole family was on the porch sobbing as we took the car away. I NEVER went with him again. I’m too soft-hearted for that type of work.

My buddy was seeking employment so he tried repo work. He was preparing to tow a car when a BMA yelled out to him: put your hands on that car and that is where they going to stay. He pulled away, no seizure and no job as he quit.
