As a bargaining tactic, Trump should mention ending sanctions and returning stolen assets given to Ukraine to support the war.

The best analysis is that Trump is working to prop up Putin to move him away from China rather than just letting him fail and fall from power in Russia. Europe wants Putin to fail, and if Europe continues to support the Ukrainians, that will happen.
