Perhaps EPA rules need to be adjusted. And I bet this is not controlled by laws passed by Congress. The toxicity, I bet, is determined by a little regulation thrown together by some bureaucrat.

Every home or building that burns across the nation could be declared "toxic."
California Proposition 65 claims practically everything is a carcinogen.
Government is insane. I worked at a facility that had a MSDS on the bottled water.
I was hit head on while driving around a curve next to a small lake (teenagers lost control on a slippery rainy night). Totaled my car, and their engine block shifted - shearing the oil pan. Some of the oil leaked off the road into the lake, and the police called out the hazmat people. I don't think it takes much for something to be called toxic.
Except I’m betting only a handful remained on site and the rest were driven away. How do you think the majority of the people got out??
Tap water is hazardous waste as soon as it leaves the spigot.
