The problem with third-world mentality is safety isn’t a concern until it’s too late. Bhopal. As I remember the report all of the safety equipment was in place. All the procedures were there. They weren’t followed. I’ve run into this issue with employees from third world countries. A plug gets cut off a tool and they’ll jury rig something rather than put on a new one. Or, they’ll smoke around combustible chemicals. Or, they’ll steal copper from a live circuit.

After the Covid leak a western scientist lifted the photos of the Chinese covid lab off their website and showed where containment cabinets had defective rubber seals. There were several safety issues shown on the Chinese website. All those photos were taken down.

The issue is third world culture is not one of safety first. And I guarantee if someone in the lab thought they’d been exposed they would go on as if nothing happened. The higher the position or rank, the less subject they’ll feel for anything that might inconvenience them. This is one problem with countries like North Korea, China or India venturing into technologies with the potential for mass deaths. The cultural attitude just isn’t set for safe running.

Even in first world countries, accidents happen. But the probability goes way up when you involve someone from the third world.
