I think back then he knew but was willing to play a little inside ball to fix things, instead they took a shot at the king and thought they got him.
Now that Trump is back he knows there is no way to work with these people as they are pure evil, all that is left is to go nuclear which he has.

USAID was just the easy one.
A review of transactions throughout all of the agencies will uncover a ton of stuff. They will find mismanagement and bad payments.
Most of the agencies have been audited on a regular basis, so they should not find “illegal” stuff. But they will find payments that have been made through a “normal” process that should not have been made or were misallocated.
What Musks “hackers” are doing is dumping the transactional information into a big SQL database that they can cross tab every which way to Sunday. That will identify where stuff has been screwed up.
The stuff they are finding today…is the very low hanging fruit.
Expect the screaming level to reach incredible decibel levels over the next month or so.
And they haven’t even gotten to the Pentagon yet.
Even more so true in politics. Defense is the losing end in politics, always. Stay on offense. The second you have to start defending (federal freeze in spending), you've lost. Stay on offense.

I think a lot of folks don’t really understand what an internal audit does.
Probably the GAO. They come in and make sure that the processes are followed and that transactions are done in a standard way.
The GAO doesn’t call balls and strikes about the politics of stuff. They make sure that the checks are cut according to standard accounting practices. Those are two very different things.
The first time I went through this process I was angry because I thought I knew how to do everything —and who were these college boys combing through my stuff!
Then they brought me into the process.
By the end of the first cycle, I was sold on the concept and became a “process assassin.”
