The bill first has to get through committees and then to the floor for a vote. Speaker Johnson and Majority Leader Thune have the ability to keep that from happening.
The Department of the Treasury reports to the President. It is not an independent agency. The President can look at any book he wants and can show them to anyone he wants.
President Trump should respond by issuing an Executive Order declaring that House and Senate Ethics Committees are to be "independent entities" reporting to the Department of Justice.
Equally unconstitutional, but it makes the point ad absurdum.
