The Department of the Treasury reports to the President. It is not an independent agency. The President can look at any book he wants and can show them to anyone he wants.

The Deep Swamp's Administrative State will try to work with words that a left-wing judge will approve:

"To establish the independence of long-established federal institutions"

- thereby asserting that the courts can create government departments that are not within the Executive Branch.

And, the courts can assert, that they can also create additional branches of the federal government.

That has been assumed by the very left-wing parties now screaming because their corruption and stash is being exposed.
