Once your entire city government is staffed with those taking their “cut” of tax-dollars then your infrastructure is going to fail since very little money remains to address actual maintenance.

You couple a lack of money with everyone being a DEI hire so no one is doing any actual work, then infrastructure will fail at a faster rate than would be usual. Corrupt official plus DEI hires brings you exploding toilets.
