Can a President accomplish these with an E.O. or must Congress vote on a Tax Code change ?
Here’s another couple.....arn’t student loan repayments something the President cannot willy nilly implement on his own? By the same token, aren’t Que-Mala’s wage and price freeze orders in the same boat without benefit of Congress or the USSC. I say just chalk it up to a retro-Chevron decision by the IRS and let it fly.

Maybe: it depends on how “income” is defined in the law and the Federal register. “Income” used to be fairly narrowly defined: I think tips were once not included because they were a gratuity and not a wage. I don’t know if they were reclassified in law or by regulation. Looks like law in 1982.

Oh no they’re very efficient about it. Having funded most of the government now on continuing resolutions they don’t even have to debate a budget anymore. Very efficient. Also very sneaky since by not debating a budget they no longer on the the record supporting stupid stuff, or going back on promises.

You were taxed out of your income for Social security, & now you are getting it back. Just as if you’d set aside income (untaxed) from the original IRA & now are taxed on it as you receive it. Now a Roth IRA was already taxed, so it’s not taxable when you start to withdraw. I guess that’s the question...were you taxed on your total income or was the amount that went to SS removed from your income before taxes?
A tip is a gratuity, a gift. Gifts aren’t taxed unless they exceed a certain level. I think it used to be $10k, & the giver was responsible for the tax. I think the amount you can gift someone with no tax liability is higher now. I have no problem with tips being non-taxable.
Most companies will just replace overtime to comp time.

He can use an EO that will last as long as he is in office.
I think the tax on tips is an IRS rule, which can be changed by EO. The overtime pay is probably not and would require change in the law by Congress. I could be wrong.
My concern with no overtime tax is that slavedriver employers will overload employees with overtime, rather than hire more employees.

If Trump was a puppet Democratic POTUS, then he could theoretically unilaterally implement his "no tax on overtime" policy easily with a constitutionally indefensible executive order regardless of Congress, not a big problem for elite Democrats and RINOs.
After all, since the corrupt, constitutionally undefined political parties have divided control Congress, not only is Congress not able to override a presidential veto of a bill to reinstate tax on overtime with a constitutionally required two-thirds vote of each House, but the Senate's supermajority power to remove a House-impeached person from office is likewise effectively nullified, evidenced by the Senate's failure to remove Trump from office, even after two mock impeachments by the corrupt House.
But what hopeful Trump 47 really needs to do to reduce taxes is this imo. He can actually bypass both the Oval Office and Congress at this time by starting immediately to put a stop to unconstitutional federal taxes, effectively "seceding" ALL the states from the unconstitutionally big federal government by doing so, by working with the states to repeal the 16th (16A; direct taxes) and 17th (17A; popular vote for federal senators) Amendments (16&17A).

It's actually entirely up to us Democratic and Republican Trump supporters to initiate the first MAJOR step of draining the swamp by supporting him with a new, Constitution-respecting Congress in November, not only so that he can more quickly finish draining the swamp, but also quickly finish the job of leading the states to repeal 16&17A.

I think 99% of what all candidates promise when running for President is dependent on Congress. Some of Trumps promises on the border and tariffs can be done through executive action.
That said, most people have no idea how our government works or they would realize they are being lied to. Just ask the kids still paying student loans how that works. LOL.

I was a 1099 employee for more than a decade. Why was that taxed? (I know it’s rhetorical; its income.)
All of the rhetoric about what should be taxed and what shouldn’t be is just another indication of what a bad amendment the Income Tax was. You would think “income” would be easily defined. But this garbage allows the politicians to slice and dice it to pay off their supporters.
Go back to tariffs and fees. And let the government beasts shrivel up and die.

Yes. Congress has the power of the purse (to tax and spend). If the House changes hands, we can expect pretty much none of Trump’s reforms to be enacted.
