The purpose of the “pier” was not to expedite delivery of aid, it was to create the appearance that the Biden admnistration for doing something humanitarian for the Palestinians, at that moment.

I assume the US military told the politicians this pier would not work due to this lust of technical reasons, right before they were ordered to shut up, make it work anyway, and if it doesn’t it’s your fault.
