The company has denied that its use of water is harming the environment and has argued it should be allowed to continue piping water from the national forest. Not sure how this works, but if they are paying for the water just like grazing and mineral rights on federal lands I don't see a problem with it.

If memory serves, he used Federal land (partially) for grazing for years without a problem. Then all of a sudden The Bureau of Land Management came down hard on him.
Long story short, Mr. Finicum is not with us today.
